Title:  Procurement Executive - Commercial

Under the direction of the Assistant Category Manager, perform technically responsible duties related to the locating, sourcing and procuring supplies, materials, equipment and services in compliance with applicable codes, regulations, procedures and practices.

 

MAJOR ROLES & RESPONSIBILITIES: 

  1. Confer with and/or assist department representatives/operating companies in assessing requirements and developing specifications for the procurement of goods and services.
  2. Provide information on how to prepare specifications for purchases and requisition procedures; recommend revision of requisitions to department representative to take advantage of quantity or delivery concessions.
  3. Assist departmental representatives to clarify needs where necessary. Make recommendations on most effective and expedient recourse.
  4. Examine and process purchase requisitions and prepare purchase orders according to policies and procedures.
  5. Explore and identify local/overseas suppliers and obtain quotations by telephone, letter or personal contact; select suppliers based on quality performance, delivery performance and low acquisition cost basis.
  6. Manage supplier performance and evaluate/rate in line with ISO standards.
  7. Provide liaison assistance between departments and suppliers. Communicate with personnel and suppliers to exchange information, resolve discrepancies, correct errors and clarify issues related to invoices, statements, orders and deliveries.
  8. Maintain working relationships with internal and external customers on matters relating to replacements, delivery schedules and supplier problems using principles of good customer service.
  9. Compare costs and evaluate the quality and suitability of materials, supplies and equipment.
  10. Ensure that import/export documentation and approvals are obtained from authorities.
  11. Administer formal contracts for variety of purchases to ensure that goods and services are delivered consistent with contract and bid specifications.
  12. Coordinate deliveries from various suppliers. Follow up on purchase orders as needed and expedite deliveries to ensure materials are delivered within specifications.
  13. Monitor contract payments, schedules and all contract administration requirements as detailed in the specifications.
  14. Maintain appropriate levels of stock, prepare quotation and procure when inventory levels indicate. Observe stock for trends in usage. Make recommendations for inventory additions, deletions and substitutions based on buying patterns of departments.
  15. Maintain records and manage all correspondence.
  16. Participate and assist in the development and review of purchasing procedures and methods.
  17. Compile and prepare periodic reports as requested.
  18. Keep self and Purchasing Manager informed of new products, market conditions and current prices.

 

REQUIREMENTS: 

  1. At least 3 years procurement experience, preferably in Commercial/Marketing support
  2. Purchasing principles and practices.
  3. Techniques of organization and planning.
  4. Methods and techniques utilized in grading and analyzing the quality of materials, supplies and equipment.
  5. Record keeping including the use of common spreadsheet and data management software.
  6. Effective communication skills, both orally and in writing
  7. Ability to establish and maintain a cooperative and effective working relationship with others
  8. Good interpersonal skills using leadership, tact, patience and courtesy
  9. Ability to exercise firm judgment in the purchase of a variety of materials, supplies and equipment
  10. Good negotiation skills
