Title: People Operations Manager
Job Purpose
- Responsible for human resources services to the regional office (RO).
- Support regional HRBP and COEs to implement HR initiatives/strategies for APAC region.
Job Responsibilities:
Reward and Budgeting
- Align with global/regional functions and Operating Countries (OpCos) for annual budgeting activities and compile data for cost and Headcount (HC) monitoring in both global list (Global HC) & RO list (Local HC reporting in CIL) requested by global BC and Finance.
- Manage all people related payments for RO and RO related projects and instruct Finance shared service team to ensure cost sharing and cross charging in global/regional/OpCos.
- Work with payroll vendors on tax consultation to manage monthly payroll and annual tax filing for all types of employees in the regional office.
- Consolidate employees’ taxable benefits for income tax declaration including expats’ benefits and entitlements, local/local plus employees’ flexible benefit, beer gratis and company phone.
- Collaborate with C&B team for the processes/calculation of annual increment, short term incentive, long term incentive, assignees’ hypo tax for employees employed by Heineken Asia Pacific including based in RO and other opcos. Prepare communications to line managers/employees for the outcomes.
- Participate in benefit and insurance review for Singapore OpCos. Conduct annual insurance enrollment and provide the relevant communications and support to employees. Ensure that service quality delivered by insurance vendors (IHP / Mercer) is consistent and up to standard.
- Formally documented policies and guidelines to ensure the alignment with Singapore OpCos and subsequently used as a practice sample to other OpCos.
- Liaise with Navan for home trip ticket quotations every year to come out with home leave allowance budgets for expats.
Employee Relations
- Responsible for employee life cycle in RO including: local/local plus employees, expat employees, short-term assignees and interns.
- Assist employees for any system access and requests for MyHR, AskHR, Navan, Mobile Expense, JDE, and raise a ticket to the support team for any technical issues.
- Work alongside 3rd party vendors, EY and Cartus to support expats and short-term assignees in the relocation and departure during the start and the end of their respective assignments in Singapore. Continuous support in the provision of entitlements for expat and assignees during their assignment period – including but not limited to: housing, temporary accommodation, company leased car, home trip, schooling, tax…
- Manage house and car leases of expats which are in corporate lease and ensure that relevant payments are arranged on time.
- Work together with Global Mobility, OpCo and line managers for new initiation of expat assignment and short-term assignments (STA) for the alignment of position, pay and assignment period details.
- Produce and communicate internal information and policies on different channels to provide guidelines and engage with employees.
Data and Reporting
- Provide regional data information and reports in both regular and ad hoc basis to support the requests by people and other functions including safety, performance management, C&B, data compliance (D&T) for APAC region.
- Prepare climate survey and pulse survey data list for RO and validate the data with HO and Opcos for global HC employees and OpCos based employees’ data.
- Act as Regional super user (regional HR admin) to provide support to OpCos’ people operation team with the clear guidance on data management in MyHR (full functions) to secure consistency and compliance of people data quality and accuracy in the region. Connect with the Global team for any requests and needs raised from the APAC regional level. Assist in MyHR system support for the task or the population which don’t fall in OpCos, e.g. employees who are required to complete tasks without regional access
- Enhance people services digitalization by overseeing internal systems including MyHR, AskHR, Navan, Mobile Expense, JDE, Appical while providing support to ensure executional excellence.
Compliances
- Ensure all the internal and external compliance requirements are met in the RO including Heineken compliances for people function, annual key management process for senior managers’ shareholding confirmation, quarterly unconsumed leave declaration and local law requirements as well.
- Assign internal mandatory training courses in MyHR to employees, monitor and ensure full completion before the deadlines.
- Conduct conflict of interest declaration survey in RO and escalate to Legal and Business Conduct teams for any concern.
- Process new EP applications for expat/short term assignees and local (plus) employees with the support from 3rd party vendors. Manage EP renewal process, pass holder information updates and education verification checks internally. Understand and interpret any changes to MOM immigration requirements and collaborate with vendors to prepare and comply to these changes.
- Follow Heineken safety guidelines and implement in the office.
