Title:  Asst Mgr - Category Management

Under the direction of the Procurement Manager, arrange for the purchase and procurement of a variety of materials, supplies and services for use by Marketing & Sales departments in compliance with all applicable laws and codes; and to provide internal and external customers assistance in related activities of the purchasing function. Exercise independent judgment in negotiating with suppliers concerning price, quality and delivery.



  1. Confer with and/or assist department representatives/operating companies in assessing requirements and developing specifications for the procurement of goods and services.
  2. Provide information on how to prepare specifications for purchases and requisition procedures; recommend revision of requisitions to department representative to take advantage of quantity or delivery concessions.
  3. Assist departmental representatives to clarify needs where necessary. Make recommendations on most effective and expedient recourse.
  4. Examine and process purchase requisitions and prepare purchase orders according to policies and procedures.
  5. Explore and identify local/overseas suppliers and obtain quotations by telephone, letter or personal contact; select suppliers based on quality performance, delivery performance and low acquisition cost basis.
  6. Manage supplier performance and evaluate/rate in line with ISO standards.
  7. Provide liaison assistance between departments and suppliers. Communicate with personnel and suppliers to exchange information, resolve discrepancies, correct errors and clarify issues related to invoices, statements, orders and deliveries.
  8. Maintain working relationships with internal and external customers on matters relating to replacements, delivery schedules and supplier problems using principles of good customer service.
  9. Compare costs and evaluate the quality and suitability of materials, supplies and equipment.
  10. Ensure that import/export documentation and approvals are obtained from authorities.
  11. Perform strategic sourcing for main local commerce sub-categories. Contribute to the Opcos strategic

sourcing within the commerce category from the Opcos perspective and using regional(market) insights.

  1. Support strategic contract management with suppliers by maintaining relations with key local/regional service providers/suppliers
  2. Ensure understanding of all the markets in the region concerning the commerce catergory and channel local or regional market insights and procurement expertise as well as issues with service providers/suppliers (e.g. quality issues)
  3. Contribute to the development of the local procurement commerce function throughout the region
  4. Ensure compliance with HGP standards for the commerce category
  5. Plan and manage the implementation of global procurement initiative/programs for commerce category in the Opcos
  6. Own the definition and development of the Opcos procurement strategy for all Marketing & Sales subcategories not tackled globally.
  7. Contribute to the development of the global/regional strategy and to the global/regional sourcing.
  8. Participate and assist in the development and review of purchasing procedures and methods
  9. Compile and prepare periodic reports as requested



  1. At least 8 years of Procurement experience, preferably in Marketing and/or commercial support
  2. Purchasing principles and practices, including procurement laws and regulations.
  3. Techniques of organization and planning.
  4. In depth knowledge of supply market for Asia for the indirect categories in scope, especially in marketing services.
  5. Strong business acumen, capable of looking beyond the procurement function
  6. Involve in Stakeholder Management, Supplier Management, Contract Management and Continuous improvement
  7. Methods and techniques utilized in grading and analyzing the quality of materials, supplies and equipment.
  8. Record keeping including the use of common spreadsheet and data management software.
  9. Effective communication skills, both orally and in writing
  10. Ability to establish and maintain a cooperative and effective working relationship with others
  11. Good interpersonal skills using leadership, tact, patience and courtesy
  12. Ability to exercise firm judgment in the purchase of a variety of materials, supplies and equipment
  13. Sound reasoning ability

  15. Keen sense of learning; to keep abreast of market conditions and product developments

  19. Mastery in world class sourcing and contract management with supporting tools, as SRM, Spend Analysis tools, JDE standard MM and PtP modules
  20. Flexibility to adapt to changing environment and market conditions
