Procurement Team Leader-Extension Projects

Roles and Responsibilities:

  • Execute procurements of Capex segment from local and overseas sources to meet requesters’ requirements, company’s goals, and policies.
  • Work closely with internal stakeholders (Global / Local) and external vendors/consultants to set up a constructive working system
  • Perform eSourcing smoothly with logical thinking for appropriate tender selection to ensure fairness to bidders and company target gain
  • Evaluate vendors’ quotation, analyze, and negotiate for best bidding results.
  • Prepare, manage, and keep tracking of Contract/POs performance.
  • Advise internal and external stakeholders on issues regarding purchasing Terms & Conditions.
  • Control and solve the problem in buying progress.
  • Coordinate procurement schedule with project schedule to reach overall project milestones.
  • Coordinate with civil consultant and Global Procurement to drive the tenders of civil work in term of tendering process, balance b/w cost & contractor’s competency.
  • Coordinate with outsourced Forwarders to handle customs clearance process for imported goods to be declared under synchronized complete set
  • Coordinate with Finance team for payment process and tax issues relating to overseas contractors
  • Create and maintain good relationships with vendors, forwarders, and consultants, maintain and update supplier database, their performances and potential for procurement improvement and strategy development.
  • Maintain records of purchases, pricing, and other important data for workable tracking.
  • Innovate and collaborate with stakeholders for continuous procurement process improvements to remove process inefficiencies.
  • Coaching team member in term of competency and career path development
  • Education and/or Work Experience Requirements:

    Bachelor degree in Economics/ Foreign Trade/ Business Administration
  • At least 5-year experience in similar position and working experience in Capex purchase for project activities of foreign invested companies.
  • Experienced in tendering process of civil work with more or less following Vietnam tender law
  •  Familiar in procurement process, supplier performance management, contract management and negotiation skills
  • Good knowledge of customs and government regulations: import & export, taxes, commercial laws,  economic contract.
  • Able to work under pressure, and manage time efficiently to meet deadlines in a fast-paced environment
  • Communicate well in English and have experience of working with foreigner in daily operation
