Safety and Security Specialist II (Ho Chi Minh Brewery)

KEY RESPONSIBILITIES:

1. Compliance:

  • Update legal and regulatory requirement for Safety, Security. Ensure Legal Register that including SSE regulatory are updated. Identify the gaps and set up improvement action.
  • Regularly assesses the operations to ensure SSE regulations are properly applied
  • Reports the progress of HEINEKEN compliance in HeiQuest in a timely and reliable way
  • Control Fire Protection by manage Fire Fighting documents to ensure compliance with Local Regulation
  • Control Fire Fighting system/ equipment to ensure well maintenance, and ready for emergency cases.
  • Control Radiation Licenses.

​​​​​​​2. Risk Assessment:

  • Cooperate with all Sections/ area to update Site Safety Risk Assessment annually.
  • Assesses, prepares and enforces ORR roll out plan based on high level risk
  • Coordinates activities of ORR Teams, verifies the results, shares feedback with the team members to ensure process of risk assessment is continuously improving

3. SSE Process and System Management:

  • Manage Security Team’s performance
  • Ensure that contractor personal working in the Brewery is in compliance with Heineken Policies and SSE requirements. Report contractor’s performance/ violation to relevant Sections for follow up and action.
  • Manage Work Permit System
  • Control SSE document in Paperless system to ensure its updated

​​​​​​​4. Accident Investigation:

  • Immediately opens and executes to closure all investigations of accidents and incidents to ensure that relevant legal and HEINEKEN requirements are met
  • Reports safety events, and completes 5WHY analyses results and formal investigation reports in a timely way. Completes these according local laws and HEINEKEN expectation
  • Performs an accident analysis, including assessment of their severity and propose corrective and preventive actions, in order to avoid reoccurrence

5. Safety Training:

  • Is subject matter expert in an at least one area of safety. Design and execute safety training to employees, contractor and third parties on request.
  • Works with available training materials and good practices to support high quality training in safety

6. Safety Culture and behavioral safety:

  • Coordinates activities supporting TPM Route implementation
  • Designs and implements an effective behavioural based system.
  • Effectively communicates results of BBS on periodical basis and ensures that proper conclusions are reached
  • Trains and coaches observers on how to recognise safe/unsafe behaviour and how to share positive and negative feedback

7. Auditing:

  • Ensures high quality auditing on safety and security and documentation
  • Validates assumptions and findings from internal and external audit on safety and security
  • Makes an audit plan on safety and security based on risk and executes it to ensure existing risks are properly managed
  • Develops and constantly improves auditing programs and checklists
  • Coaches and trains auditors to perform high quality audits

8. Tracking & Reporting:

  • Ensures that all safety events (accidents, incidents, etc.) are reported as required  
  • Ensures that all safety KPIs included Security, Safety and Environment are being properly reported, calculated and communicated
  • Validates data sources and reporting flow
  • Understands which activities and gaps are influencing the KPIs
  • Updates safety data reporting when necessary

 

JOB REQUIREMENTS:

  • University degree of Technical/ Technological/ or Safety and Environment
  • 3 years’ experience in the area of Production/ Utilities/ or Occupational Health, Safety and Environment
  • Knowledge of ISO 9001, ISO 14001 and OHSAS 18001 Methodology and Local Regulatory requirement on Safety, Security and Environment
  • English: good in writing, reading, communicating with others.
  • Proficient in MS Office and Computer skills
  • Team work experience, experience in working in high pressure and workload.
  • High levels of interaction with individuals and groups (teamwork with all Sections in Hoc Mon Brewery), inside and outside the organization (due to working with authority, third party).
  • Time management, planning and organizing team work following full loop PDCA
  • Risk Assessment and Incident Investigation Skills
