Strategy, Policies, Standards & Procedures

  • Support Safety & Security manager to regularly review the actual implementation of HEINEKEN safety standards and procedures. Carry out necessary selfassessments (HeiQuest) and ask for clarification.
  • Ensures that local plans, permits, protocols and standard operating procedures are documented and maintained as regulated.
  • Translate HeiQuest standards, procedures and local laws into local procedures and instructions

Risk Assessment

  • Prepare, plan, coordinate and perform hazard identification and risk assessment across the site based on local laws and Heineken regulations.
  • Perform the High-Level Risk Assessment and countermeasures.
  • Coordinates and supports risk assessment processes based on TPM (ORR route)
  • Improvement plans are available to make Brewery a place to work with zero accidents and occupational diseases.
  • Detection of unsafe situations and countermeasures are planned and organized.
  • Process safety critical equipment is safe to use.

Safety Compliance

  • Follows and enforces steps required by TPM Safety Pillar to support safety compliance.
  • Regularly assesses the operations to ensure safety regulations are properly applied.
  • Guides the implementation of the Life Saving Commitments program and Process Safety Compliance by applying HeiQuest.
  • Communicate safety principle and safety behaviors on a regular basis.
  • Compliance with all applicable safety laws and HEINEKEN and local security, rules, standards, and procedures. Life Saving Commitments and Process safety management implemented within the Brewery.

Safety Culture and Behavioral Safety

  • Support promotion of daily safety culture improvement.
  • Support to develop and enforce an effective behavioural system (BBS) according to TPM route.
  • Perform an analysis of unsafe/safe behaviours and use this data to develop people’s safety habits.
  • Perform combined audit with line managers to calibrate observation skills.
  • The organization successfully build up and maintain safety culture (e.g. operator involvement in BBS program, feedback to safe or unsafe behaviours is an on-going activity, every meeting is starting with safety topic).
  • Achieve the target of TPM Safety master pillar.

Organization and people management

Effectively manage the Emergency Team Coordinator, First Aid Squad Coordinator, Process Safety Specialist, BBS Specialist and Wellbeing team, including recruitment, performance management and (career) development, according to the Heineken procedures.

  • Engaged and motivated employees, utilising full potential of employees.

Safety Training

  • Develop training as necessary (content, audience, form, and frequency)
  • Deliver necessary training with high level content and quality as expected by safety professionals, local laws, and HEINEKEN requirements.
  • Effective safety training programs to meet local laws and Heineken expectations.
  • Individuals can undertake their roles and responsibilities safely.
  • All employees have followed the basic safety training.

TPM and continuous improvement

  • Contribute to programs of the TPM Safety pillar.
  • Support the Leadership team to improve Safety Culture Deploy Safety Saving projects/Kaizen.
  • Support to change the safety behaviour for employees to achieve Safety culture of World Class Brewery.
  • Support to driving SA Pillar to achieve Safety culture of World Class Brewery.

Management of Safety Process & Systems

  • Support to translate HeiQuest standards, procedures and local laws into local procedures and instructions.
  • Support to translate improvements into the safety systems.
  • Proactively identifies gaps and facilitates actions and timely follow up.
  • Coordinate to achieve PSM compliance for the brewery as Heineken & Legal requirements
  • Efficient execution of the safety & security activities via continuous improvement to achieve excellence.
  • PSM countermeasures follow Hierarchy of Control and all risks are reduced to acceptable level.

Safety Reporting & Investigation

  • Ensure all safety events that occur in respective business area are correctly and timely reported in the12Rules.com
  • Gather appropriate information to assist in the accident investigation. Follow the accident investigation process based on local laws and HEINEKEN expectations.
  • Periodically analyse and interpret safety events, KPI performance and trends to advise relevant stakeholders how to mitigate the risk including their root causes and other relevant factors.
  • Effective safety reporting system to fulfil local laws and Heineken regulations.
  • Safety KPIs as a part of Safety Pyramid being used for operational monitoring of safety status.
  • Leading safety & security targets based on existing safety data reports successfully installed by line management.

Equipment management

  • Responsible for safety verification/calibration of all equipment/devices as regulated by Law & training compliance accordingly.
  • Manage the master list and validity of safety certifications of critical equipment/devices.
  • Fully comply to all application local laws (Safety & Security) and safety management system for all equipment/devices.

Safe Operation

  • Work as solution provider to safety and security problems.
  • Ensure the implementation of local regulations, HEINEKEN safety standards and procedures, such as the contractor safety procedure, the emergency procedure, etc.
  • Brewery operates safely according to laws and Heineken procedures and standards.
    • The Brewery is prepared to act in case of an emergency regarding all relevant scenarios.

 

Knowledge and Experience

 

 

Description / Guideline

Qualifications

  • University Degree in Engineering or Occupational Health and Safety (OHS) department.

 

Experiences/skills

  • At least 2-years experience in Safety & Security role of production company
  • Knowledge of HSSE, Industrial safety.
  • Knowledge of TPM methodologies and tools is preferable.
  • Skills:
    • Analytical thinking, problem solving skills and presentation skill.
    • PC literacy (word, excel, power point, Power BI etc.)
    • Good at teamwork, leadership, communication/ interpersonal skill.
