HR Services Manager

Purpose of the role:

  • Develop and maintain a solid relationship with the Global team to assist the Head of HR in establishing the total rewards strategy and policies that fits the organization.
  • Providing day to day support to the business on all remuneration related queries and employee services.  
  • Be the champion in standardizing all policies, process and procedures across the entire organization to ensure data accuracy and comply to HR auditing process, Cambodian labor law.
  • Responsible for the improvements and efficiency of CoreHR database. Be the point of contact for all system management issues of the systems.

 

Compensation & Benefits

  • Understand the Global Compensation & Benefits program and ensure our local compensation & benefits scheme is aligned with the global program.
  • Develop, implement, execute, monitor and evaluate social, legal, reward and C&B strategy and policies and collective employment conditions.
  • Manage OpCo benefit schemes and administration, collaborate with Payroll Supervisor to define the payroll and pensions schemes and providers
  • Lead the annual salary review and bonus calculation process, support the annual manpower planning cycle to provide insights into labor costs/budgets.
  • Act as the expert on country / industry / local market rewards practices, understanding trends, competitor positioning & benchmarks, and provide guidance and advice to OpCo MT and LMs
  • Review and advise on all out of policy reward exceptions proposed by LMs. Implement a mechanism to identify exceptions to be reviewed.

Process & Control Management of HR policies, processes, usage of systems

  • Consistent use of standard process and controls methodologies will drive the quality of processes and controls. A consistent implementation and adherence to the Global standards in process and controls will enhance efficiency and effectiveness.
  • Defining and implementing methodologies for effective business processes design and operation via the development of control strategies and supports management in the design, documentation and implementation of processes and controls to ensure global process and control design principles are adhered to.
  • Set up and implement a Process and Control Documentation Standards to monitor our activities and ensure data accuracy in our operations.

Employee Services

  • Complete all HR data reporting requirements and support the team with reporting.
  • Manage the team to support HR team with operation tasks such as setting up employee profile, collecting compliance documents, processing work permits for expat, process promotion/transfer/resignation request.
  • Collaborate with HR Service Manager peers across regional Op-Cos to support development and standardisation of global / regional processes, policies and tools / technologies, and share experiences and best practices.
  • Manage escalated issue across all HR employee services, provide solutions to ensure that needs of customers are being met.
  • Control and manage all HR processes to ensure our system, policy and processes are full compliance with labor law and the needs of the organization.

Core HR System Expert

  • Be the center of expert to manage and improve all HR systems including Core HR, recruiting module, learning module, performance management module in Success Factor.
  • Collaborate with POD Manager to ensure seamless integration of all modules.
  • Drive continuous improvement; maintain an up-to-date awareness of external best practices or trends to support internal HR processes.

International mobility admin & services

  • Work with Global Mobility Team to manage and execute local aspects of international mobility schemes, ensuring international mobility administration and services are implemented accordingly.

 

Job Requirements

  • Bachelor Degree in Management, Business and other related degrees
  • HR working experience for 5 years or more
  • Fluent in Khmer and English
  • Experience with HR reporting and analysis in a corporate organisation
  • Including reporting from a data warehouse using business intelligence tools such BW
  • Understanding of HR metrics and systems
  • Creativity, open mind & passion for identifying process improvement opportunities
  • Able to present analysis in a way which makes it easy for the receiver to assimilate
  • Highly developed numerical, statistical and analytical skills
  • Ability to question, challenge and synthesis information,
  • Advanced user in MS Excel and Word
